What is the education referendum on the November 6th ballot?

No. 3 Hillsborough County Referendum

Referendum on One-Half Cent Sales Surtax for Public School Air Conditioning and Capital Improvements

Shall a one-half cent school capital outlay sales surtax be authorized for a ten (10) year levy by the School Board of Hillsborough County beginning January 1, 2019, to fund air conditioning replacement and repairs, capital improvements and construction of other schools, building enhancements for school security and other maintenance needs? A new 0.5% sales surtax is in addition to the current 7% sales tax and is estimated to raise $138 million annually and $276 million the first two calendar years. Revenues will be distributed to the School Board of Hillsborough County. Expenditures will be governed by the August 24, 2018 School Board Resolution.

Who will determine how the funds are spent?

A six-member volunteer Citizen Oversight Committee comprised of private citizens and one district leader who will review the spending, progress and completion of all projects funded by the referendum. Former Florida Commissioner of Education and USF President, Betty Castor, will Chair this Committee and Hillsborough County Sheriff Chad Chronister will serve as Vice-Chair. Members of the Committee will volunteer their services and cannot be affiliated with the school district and cannot profit from education referendum projects.

How much money will it generate for our schools?

This referendum is expected to generate $1.3 billion, or $130 million per year, for capital improvements over the next 10 years. Much of this revenue will be generated by tourism dollars and this tax is limited to the first $5,000 of a taxable transaction.  This tax will not apply to medicine or groceries.  These funds are designated by statute for capital improvements only.  Operating funds for our school system come from property taxes (mileage tax).

What exactly will these funds be used for?

The Hillsborough School Referendum will provide a better, safer learning environment for our children and our community’s future by funding the following based upon the needs of each school:

  • Replace or repair AC systems in our schools
  • Eliminate leaky roofs in our schools for our students and for our community should hurricane shelters be necessary in the future
  • Protecting our children with enhanced security initiatives
  • Enhanced classroom technology for our schools
  • Make needed repairs to our older schools and fund more classroom space for our growing student population and address overcrowding/reduce class size.

A detailed list of 1,785 school improvement projects planned over the next ten years has been compiled and includes 203 AC replacements or overhauls, 63 aging roof replacements, $25 million for classroom technology upgrades, $23 million in safety and security improvements, and funding for four new schools in growing areas to relieve overcrowding.  Click here to see a full list of all projects.

Where will this referendum be on the ballot?

The Education Referendum will appear at the end or near the end of the ballot, so it is important to vote the entire ballot or to make certain you find this referendum at the end of the ballot even if you elect not to vote for other items on the ballot.  As the saying goes save “the best for last”!  So, vote your ballot from the bottom up!
